The parents of Pannem Pavan Siddardha, who hailed from Andhra Pradesh, called up his friends at IIT-G around 5 pm asking them to connect him to them as Pannem was not picking up his phone, sources said. On entering his room, the friends found Pannem hanging from the ceiling fan. They immediately rushed him to the campus hospital where he was declared brought dead, the sources said. Pannem was a final year student of Electronics and Communications B.Tech programme and a boarder of Umium hostel in a single seater room. His body has been kept in the morgue of a nearby hospital. The bill, which was tabled in the Lok Sabha, was cleared by the Prime Minister Narendra Modi-led Cabinet on Monday. The bill will now be tabled in the Rajya Sabha on Wednesday. Continued on Page4 BIG SETBACK TO MODI GOVT SC reinstates Alok Verma as CBI Chief Asks him not to take major policy decisions New Delhi: In a big blow to the Centre, the Supreme Court reinstated Alok Verma as the CBI director on Tuesday, three months after the government stripped him of his powers and sent him on forced leave in a midnight swoop. The CJI Ranjan Gogoi-led three-judge bench, while setting aside the government order, however, ruled that Verma can resume his role as the CBI chief but cannot take any major policy decision till the highpowered committee that selects and appoints the CBI Director takes a decision on the matter. The court said a meeting of the high-powered committee, which comprises the PM, the leader of Opposition and the CJI, will be called this week to take the decision on the basis of the ﬁndings of the CVC inquiry into the corruption allegations against Verma. Since Verma is set to retire on January 31, the selection committee will have to take a call in the next few weeks, otherwise the issue becomes in- fructuous. The court stated that the verdict only dealt with the pure question of law on “whether government was empowered to strip the CBI director of his powers.” Continued on Page 4 ‘ALOK VERMA CAN RESUME PROBES’ P7 Sita Rama project gets green nod OUR BUREAU Hyderabad: Within a month of overseeing irrigation-related affairs after assuming the office for the second consecutive term, Telangana Chief Minister K Chandrashekar Rao succeeded in getting long-pending environmental clearance from the Centre for the ongoing Sita Rama Lift Irrigation project taken up at the cost of Rs 14,000 crore on Godavari in Bhadradri Kothagudem district. The Union Ministry of Environment and Forests accorded necessary environmental clearances for the project based on the recommendations made by the Expert Appraisal Committee (EAC) in the ministry. The EAC studied in detail the DPR (Detailed Project Report) submitted by the Telangana government before giving the nod. The main components of the project are construction of head regulator at Dummugudem anicut on River Godavari, construction of lined canals, four pump houses and delivery cisterns, laying of pumping main, cross drainage works across main canal and construction of tunnels, cross regulators and off-takes. The project envisages construction of head regulator at Dummugudem anicut. No construction of dam or barrage is involved in the project. The lift project will divert water from Godavari from upstream of existing Dummugudem anicut to irrigate 2.73 lakh hectares (new ayacut of 1.33 lakh hectares and stabilisation of about 1.4 lakh hectares) in Bhadradri and Mahabubabad districts. A provision of 3 tmc ft of water will be made available for drinking purposes in the command area for about 58 lakh people. State Irrigation officials said that the total requirement of the land for the project is about 8,477 hectares out of which 1,531 hectares will be the forest land. The TTD Trust Board, which met in Tirumala on Tuesday, passed a resolution favouring for an appeal against the High Court judgement which set aside the TTD orders retiring the archakas working in the temples under the TTD control on attainment of 65 years of age. The trust board meeting chaired by Putta Sudhakar Yadav resolved to take the services of advocate-general for taking up the TTD case on the archaka retirement in the High Court. Thanks to the initiative of the state government for introducing online building permissions in the urban local bodies (ULBs) a mandatory. The Commissioner and Director of Municipal Administration (CDMA) has asked all the municipal commissioners in the newly-formed 62 municipalities to have online building permissions in their respective local body. The municipal administration department has been taking up several initiatives as part of the ease of doing busi- ness and introduced online building permissions in the 72 Urban Local Bodies (ULBs) in the State from June 2016. According to the officials, the online system introduced in the local bodies is functioning successfully in all the ULBs and the CDMA had received a national level award for this initiative. The state government constituted 68 new local bodies in the state and these have been functioning since August 1, 2018. There are 73 municipalities and from now onwards, the online system would be implemented in all these local bodies, including the 62 new municipalities. The official said that the Director of Town and Country Planning asked for extension of online building permission under the Development Permission Management System (DPMS) for the newly-constituted ULBs in the state. The official informed that M/s Softech Engineers Limited was made software development for the new ULBs and DTCP has established CPUs and DTCP office and DPMS was made live for the new ULBs from Monday onwards. The official said that all the municipal commissioners have been asked not to receive any manual building permission applications and dispense with the manual processing of building permission applications and to strictly process the building permission applications only through the permission management system. The director of town and country planning, Hyderabad, has been asked to assist the new ULBs through CPU and also issue instructions to town planning staff for strict adherence. The official said that the IT initiative would help the ULBs to avoid discrepancies in the buildings and layouts. The official recalled that when the system was implemented in 73 municipalities, it was observed that about 20,000 properties were not under the tax net and it helped the department in getting tax revenues.
