However, the Bill empowers the state governments to either scrap the "no detention" policy or keep it intact. The Lok Sabha has already passed the Bill. As per the old policy, children could not be failed in examinations, and their promotion to next class could not be withheld up to Class 8. The Bill will become a law after the President's assent. Stage set for Kakinada greenfield port at Kona village BUSINESS BUREAU File photo HC orders NIA to probe knife attack on Jagan OUR BUREAU Vijayawada: The Andhra Pradesh High Court on Friday ordered investigation by the National Investigation Agency (NIA) into the knife attack by a youth on YSRCP president YS Jaganmohan Reddy. Presently, the case is being investigated by a Special Investigation Team of the Andhra Pradesh police. Sudhakar Reddy, counsel for Jaganmohan Reddy, contended that the petitioner had no faith in the state police and wanted a thorough investigation by a central agency, preferably NIA. The High Court, which concurred with the argument of the petitioner that there is every danger of tampering with the evidence, ordered the NIA to investigate the case. The Centre already took decision to transfer the case to the NIA and registered an FIR on January 1. The FIR was registered basing on the complaint lodged by Central Industrial Security Force (CISF) officer Dinesh Kumar. This was conveyed to the High Court on Friday. It may be recalled that Jaganmohan Reddy was attacked at the Visakhapatnam airport on October 25, 2018 by J Srinivas, an airport canteen employee with a knife used in cockﬁght. Jagan neither preferred to lodge a complaint nor accepted to record his statement with the AP police expressing no faith in them. The ruling Telugu Desam Party alleged that the attacker was a fan of Jagan and the attack was a planned one for sympathy. Kakinada Gateway Port Limited had signed the Concession Agreement on November 21, 2018 with the Director of Ports, Kakinada, GoAP for development of the Port on DBFOT basis (Design, Build, Finance, Operate and Transfer). The concession has been awarded with a concession fee of 2.7% of revenue share in the ﬁrst 30 years of COD, 5.4% of revenue share in the years 31 to 40 and 10.8% revenue share in the years 41 to 50. The Port would be developed in an area of over 1811 acres owned by KSEZ. "This is the Ramjanmabhmi case? Yes? Ok. Listen to the order now. Further orders will be passed by the appropriate bench on January 10," Chief Justice Gogoi said asking lawyers in the case to "please come on 10th of January". The hearing that generated a lot of speculation in political circles and among the public at large barley lasted not even for a minute. It lasted only for 10 seconds. The top court at the last listing on October 29 had directed that the matter be listed in the "ﬁrst week of January 2019 for ﬁxing a date of hearing before the appropriate Bench". The matter was listed on October 29 as directed by the top court on September 27. The top court had on September 27, while rejecting the plea by Muslim litigants for referring the challenge to the 2010 High Court judgment to a larger ﬁve-judge constitution bench, had directed that the case be referred to a three-judge bench to begin hearing from October 29. Defence Minister Nirmala Sitharaman, in an over two-hour reply in parliament to an acrimonious debate on the Rafale jet deal, accused the Congress of scrapping an earlier deal for 126 jets when it was in power because it "didn't get the money" and ignored national security in favour of its "treasury security". Pulling no punches, the minister referred to the Bofors scandal that exploded when Rajiv Gandhi - the father of Congress president Rahul Gandhi - was prime minister in 1986 and said: "Bofors was a scam, Rafale is not. It is a decision in the national interest. They lost an election because of Bofors. Rafale will bring Prime Minister Narendra Modi back to power." Sitharaman tore into Rahul Gandhi-led Congress over the Rafale deal, alleging that the party never intended to purchase the ﬁghter jets “till something else was done”. “You stopped the deal, forgetting the Air Force was suffering. Continued on Page 4 AIR to shut down national channel in Hyd Also to close down regional academies in 5 cities to cut costs New Delhi: Public broadcaster Prasar Bharati has decided to close down All India Radio’s national channel and its regional training academies in five cities as part of “cost-cutting measures” and to “rationalise” services. The programme, technical, ministerial and other staff posted at National Channel in Todapur and Nagpur etc, apart from those working at Regional Academies of Broadcasting and Multimedia (RABMs) in five cities, may be posted as per the requirement of the organisation, said the order is- sued by the Directorate General, All India Radio (AIR). In order to “rationalise AIR services and keeping in view of the CM go to Davos said Naidu should cut down his visit to four days and the delegation should not exceed more than ﬁve members. It is understood that certain sections within AIR are not happy with the decision as they believe that the national channel was an important part of the broadcasts and there were other ways to cut costs than shutting it down altogether. “These days you can livestream, you can make it an application-based service, there are many other ways of cost-cutting. The effort should have been to strengthen national channel and not close it down,” a source said. Printing of `2K notes stopped; sufficient currency in circulation: govt New Delhi: The Union government on Friday said printing of Rs 2,000 bank notes has been stopped for now as there is enough stock in circulation. The Centre issued the statement after media reported that Rs 2,000-rupee bank notes are being phased out. "Printing of notes is planned per projected requirement and now, over 35 per cent of the notes in circulation are those of Rs 2,000," Economic Affairs Secretary Subhash Chandra Garg said.
