As per the Muslim Women (Protection of Rights on Marriage) Bill, 2017, triple talaq in any form — spoken, written or by electronic means such as email, SMS and instant messengers are declared illegal and void, with a punishment of up to three years in jail for the husband. The ordinance, which will be sent to the President for approval, comes against the backdrop of the government's inability to get a bill on the issue passed in the last monsoon session of Parliament. The government then brought some changes in the original bill providing for only the women or their blood relations to ﬁle complaints against the erring husbands in a bid to get support from the Congress and other parties in the Rajya Sabha but did not succeeded in passing it. Brieﬁng reporters after a meeting of the Union Cabinet on why it was resorting to an ordinance, Union Law Minister Ravi Shankar Prasad said that instances of instant triple talaq have "continued unabated" in spite of the Supreme Court declaring it unconstitutional and Lok Sabha passing a Bill that is now pending in the Rajya Sabha. He attacked the Congress and said it had not supported the Bill in the Rajya Sabha due to "vote bank politics". The Commission, which was appointed on September 15 the same year, held several public hearings before submitting its report to the government which was tabled it in the AP State Assembly on Wednesday. The Commission was tasked to examine the circumstances that led to the stampede and whether proper arrangements were made at all. The ﬁrst public hearing of the commission was held on January 18,2016. The commission felt that the publicity given for the event by the media led to collection of a huge crowd at the Pushkar Ghat which led to the tragedy. The commission concluded that apart from the media, pundits and swamijis gave wide publicity on the importance of Pushkarams. They described the Pushkaram as Mahapushkaram which occurs once in 144 years. The media and the swamijis had held that if people took holy dip during the auspicious hour of the beginning of the Pushkaram, their sins would be washed away and they would remain blessed for the rest of their lives. The commission said that the undue and unwarranted publicity about the time at which the pushkaram would be inaugurated by the Chief Minister may be a cause for the huge gathering of people near Pushkar Ghat.
