Danam Nagendar quits Congress Hyderabad: The Congress suffered a big jolt in Hyderabad on Friday after the resignation of party senior leader Danam Nagendar. Nagendar, who was the president of Greater Hyderabad City Congress, submitted his resignation to the All India Congress Committee. He sent a letter to the AICC president Rahul Gandhi. In the letter, he said that he was forced to resign as there was infighting in the party, lack of leadership and disenchantment of the cadres with the party. He alleged that deliberate attempts have been made to dilute his role in GHMC. Danam said, “It is with sense of deep anguish and profound hurt that I address this communication. P3 P9 Rythu Bandhu bleeds TS coffers OUR BUREAU Hyderabad: The Telangana State government has clamped an unofficial ban on release of funds to clear mounting bills for various works including those pertaining to Irrigation department, given the scarcity of funds post launch of Rythu Bandhu Scheme (RBS). For RBS, the government spent close to Rs 6,000 crore in the ﬁrst quarter of 2018-19 ﬁnancial year. Bills pertaining to Mission Kakatiya, irrigation projects, road works, development funds taken up by the Panchayat Raj and Rural Development wing and other community-based programmes initiated by all welfare departments (SC, ST, BC and Minority) have not been cleared for the last three months. Top officials of the Finance department said that the state is reeling under ﬁnancial crisis after the launch of the crop investment support scheme under which Rs 4,000 incentive as a ﬁrst instalment was given per acre to every land holding farmer in May. The second installment under the scheme will be disbursed in November in the third quarter of this year. A sum of Rs 6,000 crore was spent on disbursement of salaries and pensions and another Rs 6,000 crore was given to 58 lakh beneﬁciaries of the investment scheme in the two months. Another Rs 3,000 crore generated through the sale of bonds at RBI were used to pay interest for the loans taken from various ﬁnancial institutions. In the ﬁrst quarter between April and June (till date), not a single bill amounting more than Rs 200 crore pending before the government was cleared. Under Mission Kakatiya, bills to the tune of nearly Rs 400 crore have bene pending for the last four months. Big payments to the contractors engaged in irrigation project works have already been stopped. Officials also added that the Roads and Building department has been asked not to forward the pending bills for clearances for another two months. The panchayat raj and rural development department is also facing crisis. As a result, workers registered under the employment guarantee scheme have been awaiting wages for the last three months. Officials said that the government would face ﬁnancial crunch in the second and the third quarters also as it would have to mobilise required ﬁnancial resources to disburse another Rs 6,000 crore under the RBS in November. As the Centre is monitoring closely every month the utilisation of funds released to the State, the government is unable to divert the central funds for other purposes during emergencies. The only option before the government to set the ﬁnancial position on the track is to seek more money from the RBI through the sale of surety bonds. The government is said to be planning to seek Rs 10,000 crore in the second quarter to adjust the pending bills. A policeman and a civilian were also killed in the exchange of ﬁre between militants and security forces at Khiram village of Srigufwara tehsil, police said. The operation began before dawn at Khiram, 23 km from the main national highway and overlooking the tourist town of Pahalgam, after intelligence reports about the presence of militants in the area, police said. One of the militants killed was identiﬁed as Dawood Ahmed Soﬁ, who headed the ISIS affiliate ISJK and is believed to be involved in several cases of murder and stone pelting, he said.
