P13 Unemployment dole for AP youth CABINET OKAYS MONTHLY ALLOWANCE OF `1,000 OUR BUREAU Amaravati: In a decision that should come as music to the ears of the unemployed youth, the AP Cabinet which met here on Thursday approved a proposal to pay Rs 1,000 per month as unemployment allowance to each of nearly 10 lakh youths in the state. The date of its implementation would be decided at the next Cabinet meeting after considering the feedback that the government would get for the guidelines that were released on Thursday. The Cabinet also considered providing incentives to the youths who would take part in programmes like adult literacy in their villages. The allowance money would be transferred to the bank accounts of the unem- Bank strike a success: Unions Chennai/Agartala/Guwahati: Banking operations across India were crippled for the second successive day owing to the strike by over 10 lakh bank employees demanding an early wage settlement, said the unions. The unions squarely blamed the Indian Banks' Association (IBA) for forcing them to resort to a two-day strike, impacting banking transactions worth around Rs 43,400 crore. "The two-day strike was a huge success," All India Bank Employees' Association (AIBEA) general secretary C H Venkatachalam said. The biggest shock for the BJP came from KEJRI DIG AT MODI People missing ‘educated PM’ like Manmohan RLD’s Tabassum Hasan Kairana -- a seat the BJP won in 2014 -- where the Opposition had put up a common candidate. Ajit Singh's Rashtriya Lok Dal (RLD) candidate Tabassum Hasan, supported by the Congress, the SP and the BSP, trounced the BJP's Mriganka Singh in Kairana in Uttar Pradesh by over 55,000 votes. Along with the Kairana reverse, the BJP also suffered the ignominy of losing the Noorpur Assembly seat to the Samajwadi Party in the byelection in Uttar Pradesh. "People missing an educated PM like Dr Manmohan Singh- PM should be educated. Continued on Page 6 AP gets bulk of housing beneﬁt under PMAY n `848 cr for building 56,512 houses in 22 towns OUR BUREAU New Delhi: Andhra Pradesh has taken the bulk of housing beneﬁt in the latest tranche of allocation of affordable houses for the poor under Pradhan Mantri Awas Yojana (PMAYUrban) scheme. A central assistance of Rs 848 crore has been made under the programme for 56,512 houses in 22 cities and towns which will be constructed with Rs 3,184 crore of total cost. The Ministry of Housing & Urban Affairs has approved the construction of another 1.5 lakh affordable houses for the beneﬁt of urban poor under Pradhan Mantri Awas Yojana with an investment of Rs 7,227 crore with central assistance of Rs 2,209 crore. The approval was given in the 34th meeting of the Central Sanctioning and Monitoring Committee held here on Wednesday. Uttar Pradesh got 23,060 houses in 110 cities and towns with an investment of Rs 870 crore and central assistance of Rs 346 crore. Continued on Page 6 DESPITE CENTRE’S UNHELPING HAND Andhra Pradesh sets goals for sustainable development MADAMANCHI SAMBASIVA RAO Amaravati: Despite facing problem of ﬁnances since day one after the bifurcation of the state in 2014, the AP government is putting the development agenda on fast-track. Though the Centre failed to extend ﬁnancial support, the state government is constructing the capital Amaravati and the vital infrastructure that the state needs like laying roads of international standard, con- struction of residential quarters for MLAs, ministers and AIS ofﬁcials, the Polavaram project and others with the available meagre ﬁnancial resources. According to the statistics of the Finance department, the Central government has provided only Rs 13,523 crore to the state after the bifurcation. It includes amounts released for bridging revenue deﬁcit, Polavaram project, capital city, backward districts funds, Godavari Pushkaralu and others. In fact, it is mandatory that the Central government should bridge the revenue deficit estimated at Rs 16,079.76 crore at the time of bifurcation of the state, but it was reduced to Rs 7,500 crore. Even then, the Centre provided only Rs 3,979 crore to the state till date. On the other hand, the Centre claims that it has to pay Rs 138.39 crore only as balance amount for bridging the revenue deficit. Chief Minister N Chandrababu Naidu’s government is disputing the claim. The state government has been claiming that the Central government must provide about Rs 20,010 crore as special assistance, with respect to the externally-aided projects. The Chief Minister’s Office said in a statement recently that the state government had submitted proposals for an estimated amount of Rs 18,857 crore. Out of which, the Central government accepted the projects proposals worth Rs 8,349 crore and proposals worth Rs 7,611 crore were still pending. At this juncture, the Central government further clarified that all these debts would come under the limit of borrowing set by the FRBM for which the state had raised serious objections. The Central government suggested to the state government to establish the Special Purpose Vehicle for these externally-aided projects, for which also the state government had raised objections.
