Rejecting demands for deferment of the biggest tax reform since Independence, Union Finance Minister Arun Jaitley assured the nation that the IT network backbone has been adequately tested and systems are in place for implementation of the goods and services tax. The Goods and Services Tax Council at a meeting on Sunday finalised two rates for lottery and also gave a partial relief to five-star hotels and their restaurants. While sticking to the rollout date of July 1 for GST, Jaitley announced relaxations for return filing by trade and industry for the first two months. “This will give the GST Suvidha Providers and assessees sufficient time to prepare their systems,” he said. Accordingly, for July, assessees will have to self declare and pay the GST through Form 3B by August 20 and for August by September 20. While they will have to upload invoice-wise data on the GST common portal, the deadline for July has now pushed back to September 5 and for August to September 20. “No late fees or penalty would be levied,” an official release said. Based on the recommendation of Goa and Rajasthan, the GST Council has increased the tariff threshold for the 28 per cent tax to Rs 7,500 per night from the proposed Rs 5,000, at present. Briefing reporters here during a pause in the Council's 17th meeting, Ramakrishnudu said he has requested that textiles and fertilisers be exempted from the GST. He also said that commercial tax from all border posts will be removed from July 1 when the GST goes into operation, replacing the existing myriad central and state levies on both goods and services. Ramakrishnudu also said the Council turned down all the other representations for revision in rates, after it had agreed to revision for a number of items at its previous meeting here on June 11. S Report: P16 DGP names SIT sleuths to probe land scam OUR BUREAU Vijayawada: Even as the Opposition is mounting pressure on the state government for a CBI probe over the reported land scam in Visakhapatnam, Director General of Police (DGP) N Sambasiva Rao on Sunday announced the constitution of a special investigation team (SIT) to investigate the case. The team, headed by Greyhounds DIG Vineet Brijlal, comprises Vishakhapatnam Joint Collector G Srijana and Revenue Division Officer (RDO) Lanka Vijaya Saradhi. The SIT has been tasked to sub its report within two months. The special team will investigate in to the alleged DGP N Sambasiva Rao tampering of records pertained to 270 acres of government and private lands at Madhurawada and Kommadi villages in Vishakhapatnam. It may be recalled that police registered cases on 30 people involved in the fraud. However, the opposition parties alleged that the extent of land changed hands illegally is much higher than the official ﬁgures. The DGP said the Visakhapatnam Collector established a call centre for receiving complaints from people having knowledge of the land scam so as to help the SIT go ahead with the scam. Declared dead by docs, 5-month foetus comes alive! New Delhi (IANS): A ﬁve-month-old aborted foetus was found alive after doctors at the Safdarjung Hospital here declared it dead and handed it over to the family members in a polythene bag. The incident came to light on Sunday morning when a 28-year-old woman, in her ﬁfth month of pregnancy, underwent an emergency operation after she was brought to the hospital bleeding heavily. According to family members, who were unwilling to be named, the surgery was performed around 5.45 am and half an hour later the medical staff told them that the baby was born dead. "Around 6.15 am, we were told that the baby was born dead and accordingly they wrapped up the baby in a piece of cloth and polythene and handed it over to us," said a family member. She said that while the family members were taking the baby to the cremation ground, they detected movement of the baby. On unwrapping the packet, family members discovered that the baby was alive and moving his ﬁngers and legs. Thereafter, immediately the family members rushed back to the Safdarjung Hospital's Emergency Department and consulted the doctors. The baby has been admitted and is being treated. "I will call it a second trimester abortion as the woman was already ﬁve months pregnant and there is international rule stating that there should be no attempt to revive a premature baby found dead and having a weight below 500gm. The doctors followed the norm and did not attempt to revive it," Mittal said.
